Closed Ensure all future software funded by tax payers is developed under open source.

We have seen time and time again that closed source cheapest contract tenders result in poor systems barely fit for purpose. We the tax payers cannot asses the quality of the work done, nor contribute to solutions that could improve the situation for users as these systems.
