Closed Reinstatement of sure start Maternity Grant for every new born child in U.K

I want the sure start maternity grant to be available to every newborn baby regardless of circumstances, it used to be that all children first taste of the welfare state working or unemployment. every child got a maternity grant in order to provide some support to pregnant women that stopped.
