The London Borough of Richmond upon Thames issued up to £1.5m of parking fines using vehicles that were not certificated to carry out such work. All Penalty Charge Notices issued by these vehicle have been deemed to have been unlawfully issued. LBRUT are asking people to write in if they have received a PCN unlawfully to claim a refund, but we think they should automatically refund the money. If you think they should automatically refund the fines (with the accrued interest), sign this petition.
