1) When selling a house the seller should prepare all the documentation before they can proceed including: land searches, standard house survey, deeds etc. As currently done by the buyer

2) And when an offer is accepted it is legally binding or subject to compensation should they back out

By doing this the entire process prior to exchange and completion will be much much faster, chains are less likely break by people pulling out or while waiting for lengthy council searches (South Wiltshire 35-40 days July/Aug 2015). And developers can be more confident in the effective process and business cash flow when building new houses.
