Closed Reduce university tuition fees to a maximum of £5,000

As of 2012 Universities have been able to charge £9,000 for a British student in any university within the UK. However if you are to be born in Wales you pay £3,810. This prevents many attending uni and having the same opportunities later as they simply cannot afford it. This needs to be changed.
