Rejected petition Stop the 3% surcharge for buy-to-let investors

From April 2016 Buy-to-Let investors will have to pay a 3% surchagre on the different stamp duties. This will put a halt to many citizens attempting to create a second income for themselves. Investors with 15+ properties are exempt from this tax. The already wealthy.
