Petition Make it law for all non vehicular road users to wear hi viz day and night

There are too many accidents and near misses including non vehicular road users (not limiting however including cyclists, horse riders, horse and cart, joggers who choose to run on the road) that haven't got the correct safety equipment, including high visibility wear or lights.

To the young woman riding her dark bay horse down on to ******* Road from the water works in ******. You were very lucky I saw you as you were wearing absolutely no reflective gear whatsoever. It was 4pm and dark!

We have daylight saving time, lets now make it law to wear hi viz day or night when on the road and not an a conventional vehicle. Lets save lives and avoid near misses that are stressful and harmful for all involved!
