Rejected petition Justice for Chunky - create a national database for anyone that abuses animals

This petition is for Chunky the Chihuahua who's neck was broken, started on fire and left for dead. The teens wink committed this crime were given a five year ban on owning animals. This isn't sufficient, animal abuse should be treated more seriously and a Animal Cruely Rgister should be created.

Animal Cruely Rgisters are essential if we want to protect our animals and vunverale citizens. There is a large body of research on the correlations between violent crime and the connection between cruelty towards animals and other violence, especially domestic violence, child maltreatment, and elder abuse, and serial killers.

Creating this data base wold protect the vunerable from possible further abuse, protect animals from abuse. Please provide Justice for Chunky.
