Closed Compulsory 3rd party insurance, permit, and number plate for cycles on the road.

With the increase in motor vehicle traffic on the highway, it would be beneficial in the interest of road safety, for those who seek to use the highway amidst traffic, to take a test which culminates in the issue of a permit to show their competency and road knowledge.

At this present time, as we all know, there is no requirement for a road using cyclist to hold any insurance. This matter needs to be addressed so that parity and equality is achieved with all other road users.
