If you tax high then the rich will move to a low tax country, which means less revenue, that does happen.

If you put the Income tax to 40% and then the rich will come back, putting more money into the economy and give them the option to pay up to 50% on their income tax. Then more may stay and pay. Eddie Izzard is willing to pay 50% ask him.
