Closed Make Car Insurance Company pay back 20% of Annual premium if no claims were made

Motorist in the UK pay an unjustified amount of annual premium on their car insurance. This however doesn't necessarily reduce with every year that passes by. The insane cost of car insurance ranges from £300-£3000/year in most cases. I believe careful drivers should be rewarded with a 20%cash back.
