The case http://www.bbc.co.uk/news/uk-england-nottinghamshire-35472617 where the driver of a rental car runs down someone but avoids any serious punishment is outrageous in a civilised society. The law should change so that it does not implicitly condone such behaviour by its inability to prosecute.
