Closed Government to enact legislation which enables TFL to set a cap on PH licenses

In order to reduce congestion and pollution in London . TFL to be given the power to limit the number of PH licenses issued, if government changed legislation this could enable and empower TFL to cap the numbers in order to reduce congestion and environmental damage.
