Closed petition Allow buyer to retain 5% of new build house price until build quality is correct

I am a new home owner. A year after moving in, I am fighting the house builder to complete my home to a satisfactory standard. Many of my neighbours are in a similar position. An incentive must be provided for the house builder to complete the house to the required quality standards.

The house builder currently is paid the full amount of the house on exchange no matter how poor the quality of house delivered. New home buyers need more protection - the 10 year warranty is not sufficient to protect against poor quality. If the home buyer can retain 5% of the purchase price, then if the home builder cannot deliver the home to the required cosmetic and structural quality (which can be independently verified), then the home buyer should be allowed to keep the retained capital.
