All horses should be insured by their owners before they are allowed on the road to ensure that they are both covered and liable for any damage that they may cause to both people, property and cars and not the injured party. I believe that this should be the case as at the moment there is limited help for those who are unfortunate and had a horse damage their property or themselves meaning that they are out of pocket unless the horse owner is willing to take responsibility for the horses actions.
