Police Authorities should stop wasting resources by enforcing road traffic laws. If this requires changing the law then the government should change the law.
Motorists should be made to take responsibility for their actions.
The laws should only be used when an incident has occurred and police are investigating the cause of the incident.
The penalties for then breaking the laws should be increased including statues like vehicular manslaughter and homicide.
