Closed Scrap emission based VED on private vehicles as it takes no account of miles pa

Emission based VED takes no account of mileage.
A high VED vehicle paying £505 pa may only do 3000 miles pa and another vehicle paying £120 pa 20,000 miles pa
Have a basic VED for all private vehicles incl electric and the rest funded by tax on fuel for a pro rata rate of road usage
