Closed PIP should have life-time awards for life-long and/or progressive conditions.

There should be a category of life-time award for PIP (as with DLA) so that disabled individuals with life-long and/or progressive conditions, which by there very nature will not improve do not have to undergo needless and repeated assessments which may cause unnecessary stress to those individuals.
