it is the threshold of not being too powerful for riders that have been riding for 2 years and allows them to get used to a slightly more powerful bike before they upgrade to an unlimited liscence this will allow bikers to gain vital experience if they feel they are ready to get a larger cc later on

You are more likly to have a crash on a motorcyle however it should be the riders choice to ride a larger or smaller bike.
This link shows that the rate of deaths caused by motorcycles was falling by 9% in 2012 before the new age restricted Euro laws were applied. And a large number of bike crashes were caused by car drivers not paying attention to them
