Closed Force all motorcycle delivery riders to pass a full UK motorcycle driving test

Most delivery motorcycle riders are riding on L Plates. i.e. they have not passed a full motorcycle driving test. Their standard of riding is poor and they pose a high risk to other road users/pedestrians. They are using the roads for commercial purposes, they should be forced to pass a driving test
