Petition Require all dogs to be on leads in public places

In public places, such as fields used for football or other things, dogs cause havoc by roaming free and urinating wherever they please whilst their owners turn a blind eye or claim that the dog won't hurt anyone. Sufficient excercise can be gained by walking with them on a lead
