Closed Make compulsory all dogs in public spaces eg parks, footpaths etc to be on lead

The number of people, dogs and even farming livestock being attacked by dogs off lead is increasing. By making it compulsory for dogs to be on lead in public spaces at all times could reverse this trend. On the spot fines should be introduced.
