Petition Standardize the delay repay system formula across all train franchises.

Not all train companies pay out the same percentage compensation per journey for delayed/cancelled trains to season ticket holders. Southeastern divide the amount by 546 journeys a year yet Southern divide the cost by 464 journeys a year. All train companies should have to follow the same formula.
