Closed Add a "none of the above" option to all ballot papers.

Consent is central to the concept of democracy. But consent is only measurable if it is possible to withhold it. This is not possible in current elections as the only options available are abstaining and spoiling the ballot in protest - neither being an accurate measure of voter discontent.
