Closed petition Change law to make Dog Owners responsible for their Dogs that attack Pets

Too many pets are being attacked by out of control dogs and nothing can be done about it as it's not a police matter.

So let's see if we can change the law, as since 1871 the law says a dog on dog attack is not a police matter. This petition is to see if we can get the law changed that owners of dogs with a history of aggression/attack MUST be on lead or muzzled if level of aggression is high in open/public spaces.
