Lower the age of free nursery hours to 2 years.

For instance the same funding that can be given to children when 3 1/2 years (15 hrs free a week) lower the current age of the goverment funding to the age of 2.
This helps the families struggeling to pay childcare while working and prevent mothers from quiting their jobs due to the cost of high childcare fees!
