Public toilets are not legally require to be provided by local authorities, which means that they are often closed to save money. As urinating or defecating on the street is illegal it effectively means that a person has to spend money in a private establishment in order to use the toilets.

"Joan Dean said her husband Brian, who has Parkinson's Disease, was left humiliated when he wet himself after failing to find a toilet on a trip to Levenshulme, in Manchester, where 18 toilets have been closed in the last 10 years."

People who are vulnerable, ill, homeless or on low income might not be able to use private facilities yet face legal action if they urinate or defecate on the street. This is an affront to dignity and needs to be addressed.
