Petition Stop birth certificate stating "Father Unknown" when the father doesn't register

When registering a babies birth, if the father is not in attendance, either by being unwilling or unable, the father is shown on the certificate as Unknown. I find this unacceptable as it suggests the mother is promiscuous. Please remove the word Unkown and leave blank or allow Unwilling.
