Petition Make winning majority vote in referendum (such as EU vote) need majority of 10%

Today's EU referendum results show that the country is very much in a 50/50 split with only approximately 4% difference. Since referendum are there for major countrywide decisions (rather than a 5 year government) a more decisive majority is needed.
