Closed England (w/o London) and Wales become independent and get only them out of EU

In the wake of the Brexit referendum results there are different calls for the breakup of UK. An alternative solution to satisfy the voters, keep UK whole and partially within EU would be to devolve England (w/o London) and Wales and let them leave EU (like Crown dependencies currently are).
