Rejected petition Stop the DVLA from giving private parking access to owners details

The DVLA states they will only allow access to the private parking compannies for the following
1) Obstructs access or has been abandoned on private property without the knowledge or permission of the land owner.
2) Where parking facilities exist, has been parked without payment of the relevant fees or has been parked inconsiderately, for example without entitlement in a space reserved for disabled motorists.
3)Contravened the parking conditions by overstaying permitted time period.

Yet the onous is on the motorist to prove their innocence. The DVLA should only allow access for legal reasons e.g. car crime.
