Closed Parliament to save the UK from breaking up by rejecting the EU referendum vote

The result was too close for such a major constitutional change and the consequences are far greater than people imagined. The generation it will most affect were not all represented. 16 - 18 year olds voted in the Scottish referendum but why not in the EU referendum?
