Petition Reduction of IHT Interest rate

Think of the average working class family who have to pay IHT by instalments over 10 years and have to pay the going IHT interest rate of 3% while the bank rate is 0.5%.
If the IHT rate was restored to its former rate of 1/2% above bank rate I am certain the money saved by the IHT payee would be put back into the economy instead of being misused by government.
