Rejected petition Abolish the TV license,we should have a choice whether we want to watch the BBC

I would like a choice to have BBC channels or not to have them,i recently lost a family member,and could not cancel the license even after sending them a death certificate,they also want i signed statement saying i am executor for the estate,of which there is no estate to execute.
