Petition To change the Animal Welfare Act 2006

We the undersigned would like to change the Animal Welfare Act 2006, making it a LIFE ban on any person found to be cruel to an animal.
At present it is only for some, most people only get 10 yrs.
We feel that if a person abuses an animal once they WILL do it again at their first convenience!
