Closed Change to the Lifetime ISA rules (re: transferring from Help to Buy ISA)

Allow Help to Buy savers who have
- saved for over a year and
- are going to transfer their savings into the Lifetime ISA on 06/04/2017 in order to purchase a home at over the £250,000 cap
be able to purchase a home at any point once the Lifetime ISA is open rather than wait another year.

"those who already have a Help to Buy: ISA will be able to transfer these funds into a Lifetime ISA and receive the government bonus on those savings...In line with the normal Lifetime ISA rules, Help to Buy: ISA savers will be able to purchase a first home with the government bonus 12 months from the date of opening their Lifetime ISA."
