Rejected petition Develop a velodrome in Leeds for amateur cyclists to use

I am a keen cyclist but there is no opportunities in Leeds to develop my cycling ability that is free of traffic. I also would love to get into racing and there is no opportunities to do this in Leeds and would feel this velodrome would give me and others the opportunity to do this.
