Closed Debate if "Safe Standing" could be introduced to all seater stadia in England

The most impactful recommendation of the Taylor report in 1989 was the requirement that all football stadia in the top two divisions of English football had to be all seater.

Large numbers of fans still stand at football matches and would like to continue to do this in a safe and legal manner.
