Petition Fathers should not pay CSA if they don´t have access to their child

Mothers who claim CSA and do not let fathers see their child shouldn't be allowed to do so. A parent can´t have the best of both worlds claiming CSA and deny the other parent access, its not fair and its not right.

I understand some cases are different i.e the other parent is dangerous for the child to stay with. In these cases CSA should still be available.
