Closed petition All cyclist road users must have insurance and a cycling licence to use the road

As a car owner I have had incidents at the fault of a cyclist. Damage was caused to my vehicle but because cyclist are uninsured I was unable to call any authority to pay for the damages. Cyclists can note our registration and go to the police at any time who can then contact our insurance
I was indicating to turn right but waiting for oncoming traffic to give way. Cyclist overtook on my drivers side knocking my wing mirror off, dent and scratched my door. Asked why he done that, he answered "sorry my fault, I thought I could get around in time"! I stayed with him made sure he was OK called the ambulance. A few weeks later I received a letter from Metropolitan Police regarding the incident! I had to pay for the damages to my car although it was not my fault!
