Petition Make it legal that disabled people travelling in wheelchairs need a head rest

I would like to make it legal for all disabled people travelling in wheelchairs to have a head rest for safety reasons. All car seats now have head rests and children in car seats must have head/neck support so why discriminate a disabled person by not supplying them with head/neck support.
