Put a Law in place, that forces local authorities to give shelter to all rough sleepers should temperatures be predicted at below zero.

Every year these guys face all weather conditions, and it is not acceptable by any means, there should be a law placed that these guys know that should the weather drop to zero they will be allocated some shelter, should they want it.
Each local authority should be forced to allocate shelter by the Government, and I ask that a law be put in place to protect those in this difficult situation.
