Closed Make the police non emergency number 101 a freephone number.

Currently the cost of calling 101 is 15p per call, yet the similar non emergency number of the NHS 111 is free, this needs to be resolved as most people in the UK use mobile phones and mostly on contracts where their minutes wouldn't cover the 15p charge to report a crime.
