Rejected petition Allow babies if born with or without a breath to have birth/death certificate.

All babies born regardless of pregnancy gestation should be given a birth and death certificate regardless if they have take a breath or not outside the womb.

They look like a baby and have all organs like a baby as soon aa that unborn baby has a heart beat from 8 weeks pregnancy it becomes a living human. Give moms and dads that official form to state that child was here and sadly gone but not forgotten and remains in the system as stillborn.
