Petition Penalties for those who park in parent-toddler spaces without children

As a father of two children and a driver, I find it hugely ignorant of those who find it acceptable to park in parent-toddler spaces when they do not have children. There are penalities for parking in a disabled space incorrectly so why not the same for parent-toddler spaces?
