The NHS is under severe financial strain and the Red Cross have described it as a humanitarian disaster. The Foreign Aid budget should provide aid in the form of health care to foreign nationals visiting, applying to become a UK citizen or seeking asylum. This can be done via a reimbursement scheme
All health care services provided to government run asylum hostels or other such establishments; 'health tourists' such as pregnant women arriving deliberately to have their babies in the UK or who may be suffering chronic disease and have no treatment available in their home country should be declared 'distressed foreigners' & a simple application to Foreign Aid by any hospital clinic or GP Practice who treats a foreign national can claim back the cost directly to their own budget from the fund
