Petition Petitions with 1M+ signatures to be guaranteed a full, early debate.

Currently, the Government may choose to schedule debates for popular petitions achieving more than 100,000 signatures but is not obliged to do so.

I suggest that a new threshold, of 1Million signatures, should guarantee that the subject of the petition is debated, and debated without delay.
