Closed Make Not Paying Taxi Fare a Crimnal Offence Oppose to a Civil Matter

When a passenger doesnt pay for a taxi ride either refusing or just simply run away and you call the Police, their response is its a civil matter not a criminal offence. Why is it not a criminal offence. The customer has not paid for a service provided by the taxi driver.
