The Company that manages the site currently make hundreds of thousands per year from charging customers to park there but more importantly they make nearly as much from issuing PCN's to customers who innocently fail to abide by the terms of a contract that they enter into upon entering the car park.

Excel Parking is a company that has thousands of complaints made against it over the years due to its immoral practices. It has been the subject of the BBC's Watchdog program many time and it is ruthless when it comes to making profit from issuing parking charge notices.
