Petition Abolish the drivers insurance instead have a insurance based on the car they own

Most of the countries around the world including Europe calculate insurance based on the car you own. Why in England we need to pay insurance based on the driver? Once car is insured any driver with the legal driving license can drive that car! Isn't is so easy? Please support this petition. Thanks
